Nuclear Safety Engineer

  Alkmaar    Fulltime

Who is PALLAS?

PALLAS’s mission is to provide unique solutions for nuclear medicine and research.

Our vision is to build a safe, state-of-the-art facility to become the world’s leading producer of radioisotopes for nuclear medicines and to enable nuclear technology research. The PALLAS-reactor will be the first in the industry to be privately financed, owned and operated, and it will be built in Petten, Noord-Holland, on the site of the existing High Flux Reactor.

PALLAS aspires to become a high-reliability organisation with the skills and capability to deliver its mission and vision through its core values, whilst ensuring that its safety, security and quality objectives are always achieved. We apply our unique knowledge and experience to benefit society by taking interest in our stakeholders.

PALLAS is composed of colleagues coming from all over the world, bringing together a unique set of knowledge and experience. Everyone in PALLAS is required to take personal responsibility for the safety of themselves and of anyone who is directly or indirectly affected by their actions. A high safety culture is continuously built by the organisation.

The Nuclear Safety Engineer is part of the Safety Demonstration team which is responsible for a suitable PALLAS safety demonstration. He or she contributes to PALLAS:

o Acting as an Intelligent Customer by maintaining oversight of the Safety Demonstration;

o Becoming an Intelligent Owner and Operator by gradually taking ownership of the safety demonstration.

The Safety Demonstration is the suite of documents that contain the claims, arguments and evidence necessary to demonstrate that the organisation and its facilities are acceptably safe at all stages during their lifetime. The main document is the Safety Analysis Report.

The Safety Demonstration provides PALLAS with the assurance that the highest safety standards that can reasonably be achieved are met. It is used as one of the major inputs for the nuclear licensing framework of the PALLAS-reactor.

Where PALLAS has contracted a third party to perform safety analyses and to prepare parts of the Safety Demonstration, PALLAS conducts safety reviews and analyses on its own to verify their outputs.

The safety demonstration team members contribute to ensure that PALLAS achieves efficient evidence to support the safety claims and arguments as part of the Safety Demonstration. They also check that the design complies to relevant safety requirements.

As a Nuclear Safety Engineer, you are responsible for:

  • Setting up a procedure and tools to manage the Requests for Additional Information (RAI) from the Dutch Nuclear Safety Authority (and any extra work that would result from these requests) and to manage the updates of PALLAS Safety Analysis Report (SAR) in liaison with the SAR owner;

    • Managing a schedule, managing an overview of RAI, responses and associated documentation that have been shared with the ANVS;
    • Reporting progress and flagging issues;
    • Collecting and checking that all RAI are responded to.
  • Collecting and preparing Quality Assurance documentation related to the updates of the SAR;
  • Performing verification activities of safety related documentation, with guidance from more senior team members, to ensure PALLAS efficiently obtains evidence to support the safety claims and arguments of the safety demonstration;
  • Contributing to the compliance check of regulatory and (project and technical) safety requirements in collaboration with the members of the PALLAS Safety Demonstration, Engineering and Licensing and Compliance teams;
  • Implementing the Goal Structuring Notation for PALLAS safety demonstration with guidance from senior team members:
    • To support the scope definition and identification of analyses and deliverables needed for the operating license application;
    • To logically structure the safety demonstration such that it can be presented to stakeholders such as the ANVS or potential investors.
  • Driving the further development and maintenance of the Safety Demonstration procedures, instructions and forms and providing advice on the implementation thereof;
  • Supporting the PALLAS Safety Committee as a secretary, a.o. organising meetings, preparing meeting minutes, following-up on actions, etc.
