Who is PALLAS?

The Foundation Preparation Pallas-reactor (PALLAS) is designing and building a multifunctional reactor for the production of (medical) isotopes and for conducting nuclear technological research. This reactor will replace the current High Flux Reactor (HFR) in Petten (NL) to guarantee the security of supply for millions of patients worldwide.

PALLAS wants to build its future together with Foundation NRG (NRG). We both have the ambition to continue and enforce the Dutch position as a worldwide top producer of radiopharmaceuticals in Petten, 50km north of Amsterdam in the Netherlands. We are doing this with the realisation of the FIELD-LAB (a research facility for the development of new medicines), the new PALLAS-reactor and the Nuclear Health Centre (a new production facility for processing therapeutic isotopes). The diagnosis market remains a spearhead, but the focus will mainly be on innovations and expanding the production chain for therapeutic isotopes. Through the collaboration with various national and international university hospitals and knowledge institutions, Petten is to become a breeding ground in Europe for new nuclear medicine. This results in new treatments that can help implement customised patient therapy.

The Cost Controller will be responsible for providing clear, accurate and insightful analysis and commentary on all financial aspects across the project. The role includes undertaking detailed financial analysis, management reporting, cost controlling, budgeting and forecasting.

This function is a full-time (40 hours per week) or part-time (80-90%) position. You will report to the PMO Manager.


As a Cost Controller, you:

  • Prepare and establish the Cost Breakdown Structure and Budget Elements which describe the full structure to be used in the Cost Control System and that align into the Work Breakdown Structure, taking into consideration the interface with the Project Planning Function, where applicable;
  • Continuously interface with the Project Financial Control department to provide accurate cash flow forecasts and profit release as well as obtain the actual cost expenditures;
  • Prepare the Project Monthly Status Report in association with the Work Package Managers and Project Controls Managers;
  • Work with Invoice Processing to ensure correct coding is on invoices;
  • Capture the individual projects information to assist in producing the monthly accruals, monthly forecast, major outlook and long range plan;
  • Continually strive to improve the Cost Control process and procedures, systems and best practice;
  • Ensure the use of standard, appropriate templates for financial, performance and stakeholder reporting;
  • Ensure awareness of and adhesion to the IMS procedures;
  • Support project cost controllers development by reviewing & explaining specific cost control process and requirement of the budgets they follow;
  • Ensure the transfer of the Tender budget to the cost management system to form the basis of future monitoring and control;
  • Ensure in-depth analysis and reporting of variances on a periodic basis;
  • Ensure all costs are allocated to the right destinations (departments, contracting entities);
  • Interface with budget owners on a regular basis to review commitments and challenge their forecasts.

Your profile

We are looking for a Cost Controller, located in the Netherlands, who:

  • Has a Bachelor’s degree or higher in Accounting, Construction Management, Engineering or related discipline or foreign equivalent;
  • Has at least 5 years of experience in a Cost Controller or similar position;
  • Has advanced proficiency in Excel, PowerPoint and Cleopatra or a similar Cost Management tool;
  • Has experience of and aptitude for working in a diverse cultural environment;
  • Has proven skills to handle rapid changes;
  • Has the ability to prioritize work and navigate between detailed and overall approaches;
  • Is self-disciplined to control the quality of deliverables;
  • Takes ownership of actions and follows through on dedications by holding others accountable and standing up for what’s right;
  • Builds effective solutions based on available information and makes timely decisions that are safe and ethical.

Language: English (fluently spoken and written).

PALLAS offers a very competitive salary, ranging from €4,131 - €6,354 gross per month plus holidays allowance (8%), depending on your education and experience. PALLAS will support you in becoming and remaining suitably qualified and experienced by supporting the necessary training and qualification.

You will be directly employed at PALLAS, starting with an annual employment contract. Based on the overall performance and results achieved, you will be offered the opportunity for renewal to an indefinite period contract.
